UK participation in a counter action questionable, b/c the Monroe Doctrine was originally a British proposal to the U.S. aiming at preventing the Holy Alliance from taking over Latin America, Secy John Quincy Adams said good idea on the counter-Holy Alliance part but we wanted to do it alone without you Brits, or any other Europeans. It would be a doctrinal change otherwise.
