◾️ Witkoff proposals - de jure US recognition of Russia's control over Crimea and de facto recognition of Russia's hold on areas of Ukrainian regions Moscow controls;
◾️ European and Ukrainian document - discussion about territory after a full ceasefire is concluded, no mention of recognizing Russian control over any Ukrainian territory.
🔷 Security guarantees
◾️ The Witkoff document - Ukraine will have a "robust security guarantee" with European and other friendly states acting as guarantors, Kyiv will not seek to join NATO;
◾️ EU-UA document - no limits on Ukrainian forces and no restrictions on Ukraine's allies stationing their forces on Ukrainian soil, robust security guarantees including from the US with an "Article 5-like agreement," Ukraine pursues accession to the EU.
🔷 Sanctions
◾️ Witkoff proposals - sanctions in place on Russia since its 2014 annexation of Crimea will be removed;
◾️ EU-UA proposals - "a gradual easing of sanctions after a sustainable peace is achieved," sanctions can be re-instated if Russia breaches the terms of the peace deal.
The EU-UA document also proposes using frozen Russian assets to compensate Ukraine for war damages, while the Witkoff text says Ukraine will be compensated financially without giving the source of the money.
Reuters also published the full text of the Ukrainian-European document. Here are some additional proposals:
◾️ Commit to a full and unconditional ceasefire in the sky, on land, and at sea;
◾️ Russia must unconditionally return all deported and illegally displaced Ukrainian children. "All for all" POW exchange. Russia must release all civilian prisoners;
◾️ Territorial negotiations start from the basis of the line of control;
◾️ unhindered passages on the Dnieper River and control of the Kinburn Spit, as well as regaining control of the Zaporizhzhia NPP and Kakhovka Dam;
◾️ US and Ukraine implement economic cooperation/minerals agreement.
