This story is getting lost in all the news coverage of the Anthropic/Fable export control, but US hyperscalers are playing a crucial role in supporting China’s AI development. As the below article notes, they are serving US models to customers in China, which Chinese companies use to improve their own AI models. They are also letting Chinese companies remotely access export controlled US AI chips at scale, which is not currently restricted. And Microsoft is even considering integrating Chinese models into its own products. If US hyperscalers are going to be our national champions and the trusted providers of AI infrastructure globally, the US government should impose regulations that prevent them from simultaneously helping China close the gap with the US in AI.
